A question about : Refund on faulty item bought on Ebay

I bought a towel radiator at the end of November on ebay (paid through Paypal) for our bathroom refit. It was advertised as new but not in original packaging. Upon delivery, I checked it and it looked okay to me.
Due to some delays in the building work it has only just been fitted. The builder immediately told me it had clearly been previously fitted as the valves were already inserted and there were remnants of grouting/paint on the radiator. In addition, as soon as it was fitted the radiator started leaking from a joint so it is also faulty.
Due to the length of time that has passed, do I have any rights in relation to a refund?
I tried to raise a dispute through Paypal but they said I should have raised the issue in November (I hadn't identified it as 'not new' and faulty at the time so this wasn't possible)
Any advice would be appreciated as I can't figure out my rights here and also through what channel I should be pursuing them.
