A question about : Part time and full time funding

Hello this is my first post here, but I often read these forums.

I am having a dispute with student finance over my part time funding. It's a very long story which I won't go into, but the basics are:

I have a Cert HE (technically year 1 of an undergraduate degree) from the OU which, as is standard for part time study, took me 2 years to complete: I did 60 credits in year 1 and 60 credits in year 2 to make up 120 credits to complete it. I am now applying for full time funding and SFE are saying that as it took me 2 years to complete my Cert HE I have essentially used 2 years of my 3 years +1 of funding.

BUT I don't understand how this can be the case because I have only completed the equivalent of 1 year of undergrad study. (which isn't even considered equivalent to any other uni's first year just to add, but that's a bitter aside). I am really struggling to find any real information about this and whether it is true or not.

Does anyone have any advice or help or experiences?
