I had a recent flyer about council sponsored cheap composters. The link I got was:

And I've ordered a Ј49 335l composter for just Ј5 including delivery!

This offer is for Cheshire but it might be worth trying your county just to see if there is a similar offer in your area. A friend of mine tried /knowsley/ and was successful.

  Mine cost me something like a tenner from SOT City Council.
  The goons they work with took, wait for it, seven weeks to deliver it :
• Got one from WMDC for about Ј10 with free liquid to put in it and holder for rubbish in house. !Came fairly quick and works a treat. !Filled it in the first few months with grass etc but hopefully compost will be OK.
  They run the initiative every year but can't remember when. As suggested maybe worth giving Council a phone to see if they do it and when in your own area.
  Get one and help the environment.
