when am i allowed to post links?

A question about : when am i allowed to post links?

How long is it before Im not considered to be a newbie and then am allowed to post links to competitions..?

• I never really understood that rule, what difference does it make if someone can win something? I'm sure there's a thread somewhere about this so that wasn't a question, just an observation
