I got told off for 'hijacking' a thread so I'm starting a new one.

I would be very grateful if anyone could tell me who to send any correspondence to in the below letter:

Is it Elite Management (Midlands) Ltd? They put the ticket on the windscreen.

Or is it the company who sent the letter - PCN Admin Centre, ipaymypcn.net?

I've done a search. It's meant to go to the PPC based on the guidelines, but some people have sent letters to PCN Admin Centre?

• What's on the back of the letter? (Further details...).
  In the absence of a clear statement, I would appeal to both.
  By the way, this particular tactic is a deliberate scam. They used to hide the company you appeal to in small print to hope people got it wrong (they may still do this on the other page). It wouldn't surprise me if they simply don't say anymore.

  Do as that person did and appeal to both, as keeper. Don't reveal driver details whatever requests you get from them to do so.

  I'll be sending letters to both firms, just have to hope that no wires get crossed along the way.
• Oh dear oh dear.
  The ticket was issued by Elite (BPA) but their debt collector is asking you to appeal to the IPC.
  You need to raise a formal complaint to the BPA Ltd that the PPC's independent appeals process is via IPC when the PPC is a member of the BPA Ltd.

  (And yes their website fails to disclose their registered office address, which is a breach of the Companies Act)

• Reading the back of the notice they demanding a copy of the hire agreement for hire/lease cars, rather than just naming the keeper.
