A question about : power innovator

I've just come across this website trying to sell a DIY guide on how to make a Tesla patented coil that is meant to boost the energy supplied to appliances and thus reduce energy consumption. It says it can increase the energy source's power output 5 fold.

It's called a power innovator program.
Has anyone one heard of this or tried it out?

My instinct says it could be a scam but my money saving brain wonders if it could actually work!

  Do you not think that if a device could reduce electrical consumption by even 5% it would be championed by every Government in the world?
  Why wouldn't they put the device forward for independent testing by WHICH or Energy Saving Trust.
  It seems to be a successor to the little magnets that could be fitted to the fuel lines of your car, or oil CH pipes that claimed to decrease fuel consumption by up to 80% and improve your love life!
• I'm not so sure governments would champion it, wouldn't they stand to lose a lot of tax revenue and upset party donors that may have interests in the energy industry?
  But I do agree this probably is a scam as surely somebody would be making these to sell rather than selling the know how on making them.
• It's bullsh t, a perpetual motion machine of the first kind.
  No machine ever has, or ever will produce more energy than it consumes.
