Potential gutter problems in a new build

Hi guys,

If anybody can give me any help on this I'd be very grateful.

I've been living in my new house for 2 months. It's a 3 story semi detached with the master bed on top floor.

First potential problem
In this time I've noticed by looking out of the velux window that there is nearly an inch of standing water in the gutter on the annex part of the house. It has never drained. I've raised this with the site manager and he's told me that it's supposed to be like that so you don't get any foul drain water smells. I don't believe him. I think he doesn't want to have to get somebody to go up 3 stories to have a look, but I'm no expert.

Second problem
The gutter at the back of the house drips constantly and fairly heavily during moderate rain from underneath one particular section underneath one particular hanger. There is also moderate dripping from other section along the same section but not as heavy. I've noticed that the adjoining semi has no such problem and the water seemingly flowing along the gutter and down the down-pipe.
Am I right in thinking there should be no water falling from the gutter at all, that it should all flow in the direction of the down-pipe and the the only water that should fall on the extension should be from the roof of the house?

(perhaps related to this is that at the top of the stairwell there is a small area of paint level with the roof that has turned from white to magnolia and I'm wondering if this is a damp/water problem?).

• You are right not to believe him, telling you a bunch of cobblers imo.
  There should be no water in the gutter, they have been fitted with a incorrect fall, and the the others have leaking seals.
  He will no want to get a scaffold up, as per expense. You will have to keep on at him to fix the problem.
