A question about : PCN Vinci (Pictures now included)

Hi All,

I've read the forum relatively extensively and have no realised ignoring isn't the right way to go now?

Received an NtK on 13th Feb from a ticket on windscreen from 09/01/2015.

This is in a private residential parking plot that I live in. The car was parked in my flats own spot but the car wasn't show a parking permit. This is because i've now applied for a permit twice over the past 3 months for the car and still not received one.

What in your opinion should I do? I'm trying to speak to the land managers to explain they won't send me a permit but happily will give me tickets in my own spot, but i'm not sure where this will get me.

Further Details: Vinci are BPA

  • Are Vinci with BPA OR IPC?
    If it's the former, then appeal as per Newbies sticky above, get a POPLA code, appeal to them on the standard legal points, and win.
    If it's the latter, then take some photos of the signs (the wording is important) and post a link to them here, and change the "http" to "hxxp" so that you can post them (new uers cant post links).
  • They are listed on BPA website so i'm guessing BPA and they can't be members of both?
    The sign is also tiny and i'd never actually seen it until the day i looked for it, it's nowhere near where I park, its just opposite the gated entrance high up on a lampost.
    I'm more peeved by the fact they are fining me for parking in my own spot that THEY won't provide a permit for.

  • The other thing I was wondering is whether I can even appeal at this stage as it, as the first letter ive received is from PCN Admin centre or ZZPS Limited. Which the charge is Ј100 and it says they are working for Vinci. Is it too late to appeal to something that I received a few days ago...

  • First things first. What does your lease/rental agreement say?
    It will most certainly override any rights the the parking weasels have.
    Copy it out and post on here.
  • Also, when you appeal, you need to specify words to the effect of 'cancel the charge or give me a POPLA code' as I think this lot have form for obfuscating and avoiding giving those out.

  • Well if you are renting it's your landlord's problem. Tell him that you are getting fake fines in your own space and that the management company will not issue a permit. Remind him that you are entitled to "quiet enjoyment" of the property you are renting and that you hold him liable for the harassment you are receiving from the management company's agent Vinci. Insist that he sorts it out. If you want to be particularly awkward enclose a copy of the fake fine and invite him to pay it.
  • The other point I was looking at is the first letter i've received about an Issue date on 10th December was the 20th Feb. This is 72 days after the issue date, is this why they've pretended its not a notice to keeper and in fact a late payment notice?
    It's also from the same company changing how their letter is structured and labeled, I can't believe they are even allowed to lie to that extent as a scare tactic. Makes me sick.
  • Ok i've notified the landlord of the situation, as well as send through the standard template to Vinci. I will update when I received a reply from one party.
    I was questioning whether to include the fact that it took 72 days to notify me on the second letter?
