A question about : Parking eye parking charge notice ?

i have received the above today for a incident on the 3/1/15.
Basically I parked on a service road of a local retail park, I didn't see any signs.
When I returned to my car, the parking guy was taking a photo of another vehicle that was parked in front of me, but didn't say anything, so just assumed I had got back in the nick of time as he was attaching a ticket to the windscreen of the car in front.
My car had no ticket on the windscreen, but on the notice I have received, as well as a picture of my car, it states 'further to the notice to driver that was attached to this vehicle..blah blah blah'
Where do we stand as he hadn't actually stuck anything to our vehicle?
It states the charge is Ј100 but will be reduced to Ј60 if paid within 14 days of the letter (dated 3/2/15)
Have had a look at the stickies but a bit confused as to what to do.

  • appeal it anyway, using the template letter (if this was in england or wales)
  • Have sent appeal online, had to remove a fair bit of the unnecessary text as parking eye only allow 3000 characters, but made sure all the important points were there for the argument.
  • you could have just ATTACHED the appeal instead
    but as long as its done, that the main thing
  • Had a letter from parking eye today re the appeal i sent in,saying the invoice has been cancelled and i owe nothing
    i was confused when i got the parking charge letter as in the pic it shows a ticket on the windscreen but there was not one when i returned to the vehicle, but having watched the tv programme about these companies last week it appears that i must have been the victim of a ghost ticket.
