Is it really impossible to catch the perpetrators?

• I gather that catching them is easy. Convicting them is hard because so few people are willing to either stand against this sort of person or willing to support the police.
• was it actually a bomb scare, sorry, security alert - or was it an empty backpack/cardboard box lying beside the rail/roadside?

• On a serious note, if a box or other piece of rubbish is discovered on the roadside, is that automatically a reason for a bomb alert?
