A question about : LCS Civil Enforcement based in Leeds

I was wondering if anyone had heard of this company? The reason for asking is that I received a letter at my flat today addressed to the occupier/landlord (I occupy the flat but am not the landlord) - the address was my address.

The letter concerns a utility investigation and I quote as follows

Case No. 400562

We have undertaken an investigation into the supply to the above address

In order to conclude our findings and eradicate yourselves from the investigation, your help would be greatly appreciated in completing and returning the following details to the freepost address detailed below:

Your name
Date of Occupancy to the Address Detailed
Name of Previous Occupier if Known
Forwarding Address of Previous Occupier
Landlords Name and telephone number/address

To say that I was somewhat surprised to receive the letter is an understatement and is extremely bewildering. I pay for all my electricity bill by direct debit every month and haven't missed a payment yet, I have only just received my water bill and that is being paid this week. I have no other utilities go to my flat except my phone/broadband/tv service which is also paid by direct debit each month.

Do I respond or do I ignore the letter completely? I have lived here since Aug 06 when the flats were refurbished by my landlord, prior to that they were derelict and owned by the council (bought from them by my landlord).

I haven't been aware of any investigations going on so I am bemused by the whole business. Are they phishing or what?

Any advice would be appreciated.

    Curiosity got the better of me so I rang them up - the outstanding bill refers to an electricity bill which isnt mine as it dates from a period before I moved in in August 06, so I have passed on my landlord's phone number because he needs to advise when he bought the flats from the council - it seems that the bill is really ancient.
    One tip they gave me was that during the this time of credit crunch to ensure that direct debits for utility bills are increased to cover the increased cost
  • I received a hand addressed post card alerting me to the fact that 'It is our intention to call at your address' from a company called LCS with a registered office in Leeds. This card also gives a hand written ref no and 0844 543 9123 tel number to ring if I found this intended visit not to be convenient! I have no idea who these people are nor have I had any correspondence with them or any other company that I assume are some kind of debt agency. What is the best way to deal with this type of low life company that seem to prey on vulnerable people.

  • Never ever phone a DCA they will bully ,insult ,and be downrite obnoxious in the hope you will pay up whether you owe them money or not ignore them for now ,any more crap from them then post back here,
  • If it is not addressed to you in name (or your land lord in name) then I think it is safe to say that the query that they have with a person over a debt for any reason is a fishing one. I would not ring them or confirm with them your name or any personal details. A while ago there was a spate of these things happening, and it turned out that they were a scam.

    I told them the person doesn't live here anymore and asked them to take my address off their records.
    I have enough on my plate without debt collectors at my door for money I don't owe.
    The live chat person said they would update their records
  • I have had a bad experience with them. They sent me a letter asking for Ј180 for a british gas debt, it was for a property i never lived in. it was my building, but the flat next door. i rang them and told them that i didnt live there, they wouldnt accept this and said that i needed to prove it and could only do that with a tenancy agreement. i told them this was impossible as the debt was 3 years old and i dont have the agreement and the company i rented from have gone out of business. they said that they would chase me for the debt till i proved that it wasnt mine. i rang british gas and they told me that they never instructed lcs to chase me for this debt, and that they have the name of the person lcs should have been chasing. basically this went on for months and months. british gas sent lcs a letter telling them they have the wrong person and to leave me alone and they were still texing and calling me. it eventually died down and then a few months ago it all started again but with a different house that i didnt live in. again, the same building but a different flat. this time i am just ignoring them as british gas have confirmed i do not owe them anything.
    they are complete idiots, and you will have to be really really tough with them to make them leave you alone
  • Stephy and anyone else who has a problem with them - I would write to them and state that you have nothing to do with x,y,z and that you view their continued letters/telephone calls as harrassment, as such unless they remove you from their records you will be contacting the ICO (the information comissioner) - I think it's the ICO you would report them to.

  • These guys are ridiculous. They sent me a letter saying i was responsible for the bill payment at my last address. After telling them I left the property before the dates mentioned, they asked i send them my tenancy agreement before they remove my name from their records.
    After this they changed the dates on their letters to reflect when i was at the property. I found this very amusing so I asked them to send me proof that i was responsible for the bill. They replied saying they contacted credit reference agencies and it showed I was at the property. I replied saying there were 4 other people living at that property and I was not responsible for the bill and they said:
    Please consult the Utility Act 2000 in reference to your comments and please make yourself familiar that all joint tenants can be held liable both separately and jointly.I would advise you to send in your tenancy agreement as this is legal proof.
    They now say its a legal requirement to send in my tenancy agreement to "remove my name". I wonder what they want this for.
    I then contacted EDF Energy and asked them why i was getting these letters. They said my name was not on there system dont understand why and I should contact LCS to remove my name. I have sent them an email and im waiting for a reply. Would be funny to see what they say.
  • I suggest that you refer them to the Information Commissioner and the OFT. Might help them shape up.
  • In my case, when I got the LCS letter I knew a relative of mine who lived before at my current address had a utility debt, so I contacted him and we made the arrangements to pay, so far so good, BUT one day after being paying for a while we wanted to check how much more was left of the debt and to our surprise my relative had overpaid around 50 pounds and we got no letter advising him of the overpayment. We contacted LCS by email explaining, but no answer, not only that but what we got was a letter when the next payment would have been due, an instalment default notice and this time the total balance was even MORE than the original debt, hahahahaha. We contacted them again and can you all believe that until now, and it has been 2 months since we first contacted them, nothing has been done!!!

  • Hi , I have today recieved a card from this company. They are threatening to come to my house even thought the person named has not lived here for a while. I have no intention of being bullied by this company for a debt that is not mine. I have never been in debt.
    Something should be done about these people. My daughter lives with me & is 6 months pregnant. I have told her to call the police if they turn up & I am at work but she is terrified they get in the house.
    What rights do we have if these thugs push there way into our home ???
